Basant in Lahore is permitted by Punjab under Section 144 limitations.

LAHORE (APP): The Punjab government has completed plans for a safe Basant festival in Lahore from February 6 to 8, implementing Section 144 to avoid provocation, promote religious peace, and guarantee public order.

According to a spokesperson for the Punjab Home Department, certain restrictions have been imposed during Basant to uphold peace and respect religious sentiments. The spokesperson said that kites carrying images or symbols of holy books, religious places, personalities, political parties or national flags have been completely banned.

The spokesperson added that under Section 144, the manufacture, sale, purchase and use of kites with religious or political inscriptions or images is strictly prohibited. However, during Basant in Lahore, the use of plain single-colour or multi-colour kites without any images will be allowed.

The spokesperson said that Basant has been permitted by the Punjab government strictly as a recreational festival, and no violation of the law will be tolerated. Restrictions have been imposed to maintain public order and safeguard religious harmony during the celebrations.

The spokesman stated that Basant has been approved by the Punjab government solely as a leisure event, and that no violations of the law will be allowed. Restrictions have been implemented to ensure public order and religious harmony throughout the festivities.

The representative went on to say that under the Punjab Kite Flying Act 2025, the use of copper wire and nylon string is absolutely prohibited, while the use of safety rods on motorbikes is essential during Basant in Lahore.

The Home Department has also issued specific security instructions for Basant, urging the district administration and police to strictly enforce all notified laws and regulations. It has been ordered that cars entering and departing the city be subjected to thorough inspection and scanning, and that only legally permissible kite-flying material be allowed into Lahore, while illegal ones be confiscated immediately.

The representative went on to say that aerial fire and weapon display are strictly prohibited, and that offenders will face severe legal consequences.

Furthermore, Rescue 1122 has been placed on full alert to manage any emergency scenario, while all hospitals have been asked to ensure the availability of experts, medical personnel, and critical drugs during Basant, said the spokeswoman.
